William "Billy" Carter, 60, of Madisonville, KY, passed away on Monday, April 8, 2024, at Baptist Health Deaconess in Madisonville.

He was born on October 28, 1963, in Chicago, IL, to Ruth Johnson Tucker and the late James Carter. He was formerly employed as a cook at Cody's Steakhouse. He enjoyed video games, fishing, and cooking. Billy was of the Christian faith.

In addition to his father, he was preceded in death by his brother, Charles Carter; and stepfather, Dale Tucker.

Survivors include his mother, Ruth Johnson Tucker of Madisonville; sons, Duane Carter and Nathan (Keasha) Carter, both of Madisonville; brothers, Jimmy (Kim) Carter of Gallatin, TN, and Michael (Scherita) Carter of Madisonville; sisters, Diane (Kenneth) Rhye and Becky Ellis, both of Madisonville; his granddaughter that was his pride and joy, Maddilyn Carter of Madisonville; stepson, Sean Carter; uncle, Michael Johnson; best friend, Janice Carter; and several nieces and nephews.

A funeral service will be held at 12 p.m. on Friday, April 12, 2024, in the chapel of Harris Funeral Home with Bro. Dan Saunders officiating. Burial to follow at Odd Fellows Cemetery in Madisonville.

Visitation will be from 4 p.m. until 7 p.m. on Thursday, April 11, 2024, and from 10 a.m. until the funeral hour on Friday at the funeral home.

Pallbearers are James Smith, John Rhye, Trontsay Ellis, Matthew Carter, Adrian Stringer, and Christian Stringer. Honorary pallbearers are Michael Israel Carter and Sean Carter.
